In the last month of the previous decade, the Senate Standing Committee on Law and Justice sent a bill to the Council of Islamic Ideology for review. The bill proposes an amendment in the Pakistan Penal Code (PPC) and seeks public execution of criminals charged with kidnapping a child below the age of 14. In the council’s meeting, being held today, the amendment was expected to be placed at the top of the agenda.
Earlier today, the National Assembly has accepted the bill and passed the resolution of public hanging of convicts involved in murder and rape of minors. The resolution was presented in Parliament by Minister of Parliamentary Affairs Ali Muhammad Khan, who said that the killers should be hanged publicly for killing children.
The resolution is being welcomed with a lot of resistance. A Number of politicians including Ch Fawad Hussain and Shireen Mazari took it to twitter saying the resolution is against human rights.
The opposition is of the view that Article 14 of the Constitution promises that the “dignity of a man and, subject to law, the privacy of home, shall be inviolable.” Therefore, a law authorizing public killings violates this very spirit.
